YORKSHIRE–A paedophile who knew he was HIV positive was involved in a depraved plot with another child sex offender to abuse a young boy, a court heard. Christopher Lee and Nigel Scott were jailed for a total of 12 years yesterday after a Leeds Crown Court judge heard of their “ghastly” offenses. Jailing HIV positive Lee, 39, for five years and Scott, 35, for seven years, Judge James Spencer QC said one incident involving the boy was “as bad a case as one can imagine.”

PHOENIX – After several child abuse related deaths and near deaths over the past six months, Arizona Governor Jan Brewer is focusing on CPS and what needs to be done to assure children get the help they need. Authorities said dozens of child deaths and near deaths were caused by parents or guardians and, in several, CPS was already investigating.

The girl is 17 now and no longer forced to sneak water from the toilet or suck condensation off windows. But she will require physical and emotional help for years. Three years after her father and stepmother were discovered to have starved and withheld so much water from the Carnation teenager that she wore a size 2 shoe and looked half her age, the state has agreed to pay the girl and her brother $4.6 million.

ORLANDO, FL — Orlando police have arrested a man who posted a video on YouTube that shows him disciplining a 7-year-old boy. Devery Broox, 25, who was charged with child abuse, said he was disciplining the boy for acting up in school.

RICHLAND — The Richland Police Department is investigating a child abuse incident that occurred at Kid’s World Daycare, in Richland. A child who attends the daycare disclosed to their parents that inappropriate physical contact by staff member Lucas Miller had occurred at the daycare. The parents notified Kid’s World on August 31, 2011. Mr. Miller was no longer employed with Kid’s World as of September 1, 2011. Kid’s World staff notified Child Protective Services, who then notified the Richland Police Department.

AMARILLO, TEXAS — The Bridge Children’s Advocacy Center hosted its 21st Annual Child Abuse Investigation Conference Friday and one of the goals was to help workers balance their work and personal lives. Dr. Kevin Gilmartin was present to give a refreshing speech about the importance of emotional health and family life to the case workers, law enforcement, nurses and others who dedicate their time to helping children who are victims of abuse.

Cotabato City, Philippines – Dennis Quilaton, a 21-year-old Philippines man, was jailed after the 10-year-old girl he allegedly raped and then buried in a shallow grave dug her way out and returned to hold him accountable for his crime. According to Police, Quilaton raped his 10-year-old cousin, knocked her unconscious with a hard object and then buried her body in a shallow grave.

SACRAMENTO, Calif. — A 35-year-old is accused of burning her stepdaughter with an iron and using a stapler on her ear, according to a spokesman for the Sacramento County Sheriff’s Department, who said deputies were informed of the alleged abuse when the 12-year-old victim told a stranger at a DMV office.

Child sexual abuse has been reported up to 80,000 times a year, but the number of unreported instances is far greater, because the children are afraid to tell anyone what has happened, and the legal procedure for validating an episode is difficult. The problem should be identified, the abuse stopped, and the child should receive professional help. The long-term emotional and psychological damage of sexual abuse can be devastating to the child.

The sexual victimization of children involves varied and diverse dynamics. It can range from one-on-one intro-familial abuse to multi-offender/multi-victim extra-familial sex rings and from non-family abduction of toddlers to prostitution of teenagers. Sexual victimization of children can run the gamut of “normal” sexual acts from fondling to intercourse. The victimization can also include deviant sexual behavior involving more unusual conduct (e.g., urination, defecation, playing dead) that often goes unrecognized, including by statutes, as possibly being sexual in nature. There are, therefore, no step-by-step, rigid investigative standards that are applicable to every case or circumstance. Investigative approaches and procedures have to be adjusted based on the dynamics of the case. Larger law-enforcement agencies tend to have more specialized investigative units that investigate the different types of cases. One unit might investigate intra-familial, child-abuse cases; another might investigate missing-, abducted-, or murdered-children cases; and another might investigate extra-familial, sexual-exploitation cases. Offenders, however, sometimes cross these investigative categories. For example a father might produce and distribute child pornography images of his own child or might molest other children in addition to his own. Investigators have to be trained and prepared to address these diverse realities.

HUNTINGTON BEACH, CA — An Orange County pastor is facing sex charges after allegedly molesting an 8-year-old girl. Christopher Raymond Olague, 39, is accused of picking up the girl for a play date with one of his children. But instead, Olague allegedly took the girl to a park in Huntington Beach where he molested her in his car.

LAWRENCE, N.Y. — Khemchan Sulaiman, 45, of Jamaica, New York, has been charged with attempted murder in the poisoning of his little girl. They were both found unconscious in a car on Long Island on Tuesday. Police say the toddler’s bottle contained ammonium chloride, and a pesticide was found in the toddler’s car seat. Both the father and daughter are in critical condition.

DELHI, Calif. — A central California man has been arrested for possession of child pornography, thanks to a tip from burglars who robbed the man’s property, authorities said. Last month, a juvenile and a 19-year-old illegally accessed the property of Kraig Stockard, 54, of Delhi, California, according to a statement from Deputy Tom MacKenzie of the Merced County Sheriff’s Department. They broke into Stockard’s barn and stole approximately 50 CDs they believed were blank.

LOS ANGELES– A 19-year-old Oxnard girl has been reunited with her family 4 years after she was allegedly kidnapped and taken to Mexico by a convicted rapist. Chioma Gray arrived in Los Angeles Wednesday night from Mexico City and was greeted by emotional family members.
