Luciano was born and raised in Odessa, Texas. He came into the world on June 24, 1964. His experience in the movies has been a dream come true. Luciano first acted in a play when he was in the seventh grade. Eventually, Luciano went on to perform in such movies as Third Degree, The Lights, Cowboy Funeral, Corruption.Gov, and other film projects. On November 20, 2010, Luciano was honored with the Upcoming Latino Award at the Paso Digital Film Festival in Paso Robles, California.

Child abuse and neglect is a national problem which has increased to epidemic proportions in the United States. More than 2.5 million reports of child abuse are made in the United States annually with hundreds of deaths related to child abuse reported each year. Most runaways, adolescent prostitutes and teenage delinquent’s report having been victims of some form of child abuse, and it is reported that a majority of violent criminals suffered abuse, either physical and/or sexual as children. Abuse robs children of the opportunity to develop healthy, trusting relationships with adults, contributes to low self-esteem, and impairs healthy psycho-social development. Indeed, the effects of childhood abuse often last a lifetime.

OLYMPIA—The state Legislature passed and sent the governor Thursday the ‘Jerry Sandusky bill’ requiring some higher education employees to report suspected child abuse or neglect to authorities. The legislation became known as the “Jerry Sandusky bill” after the former assistant coach at Penn State University who has been accused of molesting minors. “In following the horrific media coverage of the Penn State University abuse scandal last fall, I knew right away we had to add higher education employees as mandatory reporters of child abuse or neglect,” said the bill’s sponsor, state Sen.Jeanne Kohl-Welles, D-Seattle.

Germany is rejecting demands from an EU body that it should stop surgically castrating sex criminals – a practice that dates back to the Nazis – because it is ‘degrading’. Defying Brussels, the German government said it intends to carry on with the practice citing low re-offending rates among sex criminals who had opted to have the procedure. It pointed out the results of a 1997 study that tracked the history of 104 sexual offenders ‘who subjected themselves to castration in the decade between 1970 and 1980. Their re-offending rate was three per cent,’ the German authorities explained, ‘as opposed to 46 per cent for a control group.’

While his peers are enjoying weekends hanging out at parks or malls, Paul Gingerich spends his days locked in a cell with a steel door and razor-sharp wire obscuring the view from his window. The 14-year-old moved to Pendleton Juvenile Correctional Facility, Indiana’s maximum-security jail for children, two years ago for his part in the fatal shooting of his friend’s stepfather. Sentenced to 25 years behind bars, he was sent to the facility where he sleeps on a mattress on a concrete slab and was given snacks from a vending machine for his birthday.

A schoolgirl targeted by hate campaigners who claimed she wrongly accused a married man of rape has been vindicated after 20 years. As a 13-year-old, she was spat at, beaten, bullied and forced to move house because she told police that publican Harry Davey raped her in his living room. Davey denied any wrongdoing and forensic tests at the time were inconclusive.

An 11-year-old girl was raped in a McDonald’s toilet in a campaign of sex attacks involving up to eight underage members of a street gang, a court heard yesterday. They took it in turns to rape the child a dozen times over several months at various east London locations. As if the ordeal of being raped wasn’t enough, they later beat her up as a warning not to tell anyone about what had happened.

A teenage pedophile whose gang may have sexually abused more than 139 under-age girls has had his sentence reduced by three years. Jake Ormerod used social networking websites including Facebook to groom his victims before luring them back to his squalid home in Torquay, Devon. He has now had his jail term cut from 10 years to seven by judges at London’s Criminal Appeal Court.

TROY, Ohio — A 39-year old man is accusing of raping his three adopted children and allowing other men to have sex with them. Kenneth Brant is charged with three counts of rape and one of compelling prostitution. Police say Brandt was arrested during an online sting in which an undercover detective arranged to have sex with one of the children.

TARZANA, CA — A former president of L.A.’s Board of Neighborhood Commissioners was arrested by the FBI Wednesday, after being indicted on child porn charges. 63-year-old Albert Abrams, of Tarzana, faces five counts of distributing child pornography, two counts of receiving child pornography and one count of possession of child pornography. He pleaded not guilty on Wednesday, and a trial date was set for April 24th.

A Johnson County judge had warned Amanda Smith on Thursday that her say in her son’s custody hinged on better cooperation with authorities. The judge, Mark Loyd, set a hearing March 14 to determine whether 3-year-old Jacob Smith would continue to live with his grandmother — as Amanda Smith wanted — or go to live with his father. Now, that hearing will not happen. Smith, 33, Trafalgar, is believed to have drowned Jacob on Monday in her apartment. Johnson County Sheriff Doug Cox said the boy’s body appeared to have been carefully laid on a bed, his head on a pillow, by the time emergency responders arrived.
