WAUKEGAN, Ill. – A north suburban Waukegan man took a plea deal that kept him out of prison for an incident in which he took a needle and thread to his son’s buttocks. Randy Swopes, 52, represented himself in court Friday to accept a plea deal that sentenced him to 24 months of probation and 250 hours of public service for the January 2008 incident, according to Assistant State’s Attorney Danielle Pascucci.

Police are searching for a man accused of child rape who they say disappeared one day before he was set to go to trial. Cedric Jones, 43, of Crestfield Drive in South Nashville, was free on $200,000 bond, but his electronic monitoring device was cut off Sunday. He had been indicted on four counts of aggravated rape and one count of aggravated kidnapping for a 2010 incident allegedly involving a 14-year-old girl.

Jonathan Rodriguez Arzuaga is wanted in Fredericksburg, Va., for the alleged rape of a child, police said. Arzuaga, 20, was charged with rape of a victim under the age of 13, forcible sodomy and abduction for alleged offenses at a home on Airport Avenue, according to police. Specifically, the paper addresses how professionals faced with the responsibility of making these determinations assess the child-caregiver relationship; possible explanations for why assessing emotional abuse and psychological maltreatment tends to be much more subjective and difficult to prove compared to other forms of child maltreatment; and lastly, potential policy recommendations for enhancing the consistency and legitimacy of emotional abuse and psychological maltreatment findings across cases.

NEW DELHI: Delhi government on Monday approved a comprehensive compensation scheme for victims of rape, acid attacks, human trafficking, child abuse and kidnapping. It has decided to set aside Rs 15 crore, to begin with, for the scheme that was formulated by the Union home ministry. According to the provisions of the scheme a rape victim will get compensation of Rs 2-3 lakh within two months of the crime. In case of death, a maximum compensation of Rs 5 lakh and a minimum of Rs 3 lakh will be given to the family of the victim.

A Tennessee man, formerly of Mercer County, has been arrested on more than 600 different counts of child rape and abuse charges of three young girls in Mercer County. Michael David Lewis, 40, was arrested by the FBI near Nashville, Tenn., last week. The alleged assaults happened over three years beginning in 2009. The victims were just 9, 10, and 12 years old when the abuse began. Pennsylvania State Police started an investigation after two of the girls came forward about a month ago.

Her claims have led to the arrest of nine men, aged between 24 and 38, all from Rochdale, on suspicion of sexual activity with a child.

According to police, an investigation was launched last Wednesday after rumors began circulating around the school alleging that Conners had become engaged in a sexual relationship with a student.

WARREN, MI – A 50-year-old Warren man is facing federal child pornography charges after FBI agents found thousands of pictures and videos that can only be described as horrifying on his hard drive. According to federal court documents, investigators observed images on the hard drive belonging to William Wright Topping II that depicted adults engaged in sexually explicit conduct with real children including infants and toddlers.
