Each time we report on a child who has fallen victim to abuse or neglect, it’s difficult. But it’s a reality that occurs far too often across the country, throughout the state, and right here in Northeast Indiana. Some startling statistics from the Indiana Department of Child Services indicated that more often than not, parents are the abusers in these cases. In Indiana in 2008, of 2,361 physical abuse cases, the mother was the abuser in 750 of those cases and the father in 810 cases. Of 17,742 neglect cases, the mother was the perpetrator 10,396 times and the father 4,172 times.

THE NUMBER OF CHILDREN living in poverty in Ireland has increased since 2008, while the number of children who were victims of abuse cases has also risen. The figures are confirmed in the official State of the Nation’s Children report, a biannual document published for the third time yesterday. PA reports that the document showed how many of Ireland’s more vulnerable children were missing out on basic services because of the level of poverty in which they live.

LOUISVILLE, KY – Gruesome child abuse cases have filled the headlines recently and investigators tell Fox 41, they are also being inundated with cases in Kentucky. “The child’s lower back, his legs, buttocks, privates, it’s pretty bad,” said Bullitt County Sheriff Detective Scotty McGaha. On Friday, Detective McGaha said a two-year-old had to be admitted to the hospital for multiple tests which revealed what doctors and investigators feared, another case of child abuse.  The same day, a 4-year-old Southern Indiana boy died from what investigators report as a severe beating. “There’s something in the center here that white,” said McGaha pointing to a picture of the child’s bruised leg. The Detective said the two-year-old’s abuser used some sort of object to beat the child from head to toe.  The person now charged with criminal abuse is the toddler’s mother, 20 year old Ashley Sneed.

Study: Child abuse rate twice as high in Israel than in U.S.

For every 1,000 children, 18 in Israel were abused – some 45,600 children in real terms.

More than 45, 000 children in Israel have been the victims of abuse over the past 12 months, the head of the Israel National Council for the Child, Dr. Yitzhak Kadmon, said Monday. Speaking a conference tackling the issue of infanticide, held at the Sheba Medical Center in Tel Hashomer, Kadmon said that initial studies showed the rate of children suffering abuse over the past 12 months was twice as high in Israel than in the United States. For every 1,000 children, 18 in Israel had said that they had been abused (45,600 children in real terms), as opposed to 10.1 children per thousand in the U.S.

Report Shows Steady Decrease in Child Abuse and Neglect

December 17, 2010 (MMD Newswire) — The U.S. Department of Health and Human Services’ Administration for Children and Families (ACF) today released its annual report on child abuse and neglect. “Child Maltreatment 2009” marks the 20th issuance of the report and shows a steady decrease in the number of victims who suffered maltreatment for the third consecutive year.

Data collected through the National Child Abuse and Neglect Data System, a voluntary data collection system, shows an estimated 763,000 children were victims of child abuse and neglect, at a rate of 10.1 per 1,000 children. Of those, 693,174 total victims were counted once, regardless of the number of reports of maltreatment. Data from states continue to indicate the greatest proportion of children suffered from neglect and that the 87,612 child victims younger than one year had the highest rate of victimization at 20.6 per 1,000 children in the population of the same age.

“We are pleased to see a steady decrease in the rate of abused and neglected children, however we also know even one child abused is one too many,” said David A. Hansell, HHS acting assistant secretary for children and families. “The more we support and implement evidenced-based programs and services to prevent child maltreatment and promote healthy families and communities, the sooner we can ensure children are able to have the safe, happy and healthy childhood they deserve.”

Top 12 States for Child Abuse

Florida is number ONE for the most reported child abuse deaths. Louisiana is among the states with the highest frequency of child deaths related to abuse and neglect, according to an analysis highlighted Tuesday by a coalition of prosecutors and other child advocates. The National Coalition to End Child Abuse Deaths named Louisiana among 12 states with disproportionate numbers of cases that the consortium’s members said are preventable if the United States makes the issue a priority.

Official government statistics for 2008 put the number of abuse and neglect deaths among children at 1,740. Michael Petit, president of the Every Child Matters Education Fund, said the coalition believes the number is at least 2,500. The government’s numbers are based on official reporting by coroners and law enforcement agencies.
Coalition estimates cite academic research that suggests the deaths are under-reported. Besides Petit’s group, the consortium comprises the National Children’s Alliance, the National District Attorneys Association; the National Association of Social Workers and the National Center for Child Death Review.

Government statistics show that Louisiana had 246 abuse and neglect deaths among children from 2001 to 2008. In 2008, the number was 30 or 2.71 deaths per 100,000 children. Florida had the highest rate at 4.62 deaths per 100,000. Rhode Island reported no such deaths in 2008.

Arizona, Connecticut, Hawaii, Vermont and Wyoming all reported fewer than 1 death per 100,000. Among the state’s with populations closest to Louisiana, Alabama’s rate was 1.78, South Carolina was 1.97 and Kentucky was 2.18, all lower than Louisiana.  The national rate was 2.4, more than double the rates in the United Kingdom, Japan and Canada, and triple the rate in Germany.

Iowa’s Child Abuse Rose 50%

Posted by Sandra On December - 14 - 2010 ADD COMMENTS

County’s child abuse, neglect cases rise, report says

WATERLOO, Iowa — The rate of reported cases of child abuse and neglect rose 50 percent in Black Hawk County between 2000 and 2009, according to a report issued by an Iowa child advocacy group. Kids Count, a study by the Child and Family Policy Center in Des Moines reveals some good news and bad news in the Cedar Valley. The 50 percent rise in reports in child abuse and neglect in Black Hawk County outpaced the statewide rise of 35 percent.

Michael Crawford, director of Iowa Kids Count, said multiple factors, including economic stress, could contribute to the rise, but added that he noticed a similar rise in areas affected by flooding in 1993. He said the flood of 2008 could have had a similar effect. “I wouldn’t be surprised if that were a reason for it now,” Crawford said.

Reports of child abuse up 39.77% in first half of 2010

TAIWAN — The number of suspected child abuse cases reported to authorities rose dramatically in the first half of 2010 compared to a year earlier, indicating increased awareness in society of the issue, the Ministry of the Interior (MOI) said yesterday. A total of 13,130 cases were reported from January to June, 40.4 percent more than during the same period in 2009, and 9,039 of those cases, an increase of 39.77 percent, were confirmed, according to MOI statistics. Those aged 6-11 accounted for 3,305, or 36.56 percent, of the victims, and those aged 0-5 accounted for 2,262, or 25.03 percent. On the background of the abusers, 6,512, or 75.02 percent, were the victims’ parents or foster parents. The number of abusers who were live-in partners of one of the parents was up 49.3 percent from last year to reach 212, while the number of abusers who were relatives of the victims but not their parents jumped 42.11 percent to 459.

Child Abuse Continues Rising

Posted by Sandra On December - 10 - 2010 ADD COMMENTS

Child abuse cases remain on the rise

Some children are battling far worse this time of year than just missing out on presents from Santa. “Child abuse is growing,” Yvonne Tallent, a licensed clinical social worker (LCSW) with an office near S.H. 249 and Louetta, said. “There’s evidence that shows that it is much worse.” According to data from the Child Maltreatment 2008 analysis by the Administration on Children, Youth and Families (ACYF), a total of 3.3 million cases of child abuse and neglect were reported to state and local child protective services (CPS) in 2008. The study also found that in that same year 1,740 fatalities, for children younger than 18, were linked to abuse and neglect. Child abuse knows no gender, race or creed.

Dutch Child Abuse Up 100-Fold

THE HAGUE, Netherlands — The head of a Dutch inquiry into child abuse in the Catholic church school system says yearly complaints are up 100-fold since allegations emerged of worldwide abuse. Wim Deetman said Thursday that between 1995 and 2009 an average of 20 people each year complained to the Catholic organization Help and Law that they had been abused, but in the past year 2,000 people made such allegations. Deetman – who was asked by the Dutch Catholics Bishops Conference to begin the independent Deetman Inquiry in March – said Help and Law had been swamped by the number of complaints. He said the organization’s structure – it was set up to help both victims and perpetrators of abuse – “hindered transparency and accountability.”

Children’s Hospital Seeing Surge In Child Abuse Cases
Out Of 6 Infants Brought To Hospital Last Week Of November, 2 Died

T.C. Thompson Children’s Hospital officials said Tuesday they are seeing an upsurge in child abuse case. The last week of November, there were six infants brought to Children’s Hospital suffering from non-accidental traumatic head and bone injuries. Two of those infants died.  Marisa Moyer of Erlanger’s Safe and Sound program, said, “It’s been awful. I came in one day and saw Dr. (Karla) Garcia with her head in her hands.” Dr. Garcia said the non-accidental traumatic head injuries (shaking a baby fiercely) “is 100 percent preventable.” She and Dr. Annie Church said a combination of the down economy and the holidays may be bringing on the high number of injured infants.

Children who are abused or neglected show impairments in cognitive development in adolescence, a large, population-based study found. When tested for literacy skills at age 14, children who had been reported to authorities for either abuse or neglect had a mean difference of ?4.4 points out of 100 (standard deviation 15, 95% CI ?6.3 to ?2.5) compared with children who had not been maltreated, according to Ryan Mills, MPH, of the University of Queensland in Australia, and colleagues. In addition, on testing for abstract reasoning ability, abused or neglected children had a mean difference of ?4.8 points (95% CI ?6.7 to ?2.9), the researchers reported online in Pediatrics.

Unemployment=Child Abuse

Study links joblessness to child abuse increase

GREENVILLE, S.C. (AP) – Statistics in South Carolina seem to support research showing parallels between rising unemployment and child abuse. The Greenville News reported Monday that Boston University researchers examining 18 years of data found that for every 1 percent increase in unemployment, child mistreatment reports one year later increased by at least .5 per 1,000 children. South Carolina’s Department of Social Services investigated nearly 19,000 cases over the last fiscal year, an increase of almost 7 percent. The number of proven cases rose nearly 3 percent to nearly 7,000.

Serial Child Predators & Killers

Child Victims

NY Detective Mark Gado delves into the secret criminal world of pedophiles and child molesters: how it operates under the radar screens of law enforcement and communities; ways to identify these people and what to do to stop them from violating your children.
Child Abduction is a very complex crime and requires immediate action on the part of police, citizens and the media. Detective Mark Gado examines the nature of this crime, its frequency, the types of perpetrators and what is being done.
In the 1970s Atlanta was one of the most dangerous cities in the U.S. A series of murders of black children and teenagers began to emerge, throwing an unwelcome spotlight on the entire city. The murders, believed at that time, to be the work of a racist white group did nothing to recommend the city to tourists and new business opportunities.

Two black boys were found murdered at the end of July 1979, officially starting one of the most highly publicized murder series in history. A couple of years later, 29 black youths would be dead and a black man, Wayne Williams, who many people believe was railroaded by the government, would be imprisoned for life. Recent efforts to vindicate Williams have stalled.

Utah Mormon bookkeeper’s compulsion for child pornography escalates to the abduction, torture and murder of five children.
Britain’s most shocking murderer cultivated an obsession with the vaginas of young girls. After his arrest in 1990 police found photographs that Black had taken of himself: one showed him with a wine-bottle up his anus, another with a telephone-handset, yet another with a table leg. Black explained to the incredulous officers that he wanted to see just how much he could fit up there. He also always had an uneasy feeling that he would have preferred to have been a girl – although there was certainly nothing feminine about his behavior – he simply hated his penis and would have preferred to have had a vagina.

When he was 15, he molested between 30-40 girls. After his release from prison, Black left Scotland where he was getting too well-known, and where his police record was expanding. It was time to go south, to the anonymity of London. Although he avoided any criminal convictions in the 1970s his obsession with young girls was growing, fuelled by his discovery of child pornography.

Incidences of sexual assaults against children have risen when compared with previous decades, and children are increasingly kidnapped by family acquaintances (27%) and strangers (24%) instead of close relatives. Yet more than 90% of sex offenders are never sentenced, in part because their victims are people within their circles usually family members and these children are pressured with threat or shame not to press charges.

Who are these people and what are their motives? Can they be treated effectively so that they no longer present a danger to society? Or are they like drug addicts? Are there any viable alternatives?

Did this closet homosexual really kill 27 boys or was he the victim of drugged up young men who took advantage of his generosity? This is the true story of treachery, torture, mutilation and murder
It was in Polly’s bedroom in an affluent California suburb that three girls were having a slumber party. The girls were giggling and playing a board game called Perfect Match when Polly decided it was time to fetch her friends’ sleeping bags from the living room. She opened the bedroom door and saw a heavily muscled middle-aged man who was a complete stranger. He was holding a knife and immediately ordered, “Don’t scream or Ill cut your throats!” “I’m not going to hurt you,” he assured them.

“I’m just doing this for the money,” he repeated. Then career criminal and rapist Richard Allen Davis carried 12-year-old Polly out of her home, raped and murdered her. This horrible ordeal has inspired hundreds of people to work on behalf of America’s children, most prominently her father, Marc Klaas.

Now in a weird turn of events, John Mark Karr, who has connected himself to the murder of JonBenet Ramsey, was also obsessed with this brutal crime and had corresponded with Richard Allen Davis in prison.

A parent’s worst nightmare, this monster carefully planned the execution of little boys, stalked and abducted them and then tortured and murdered them. How do we know? He videotaped it all and kept a detailed journal. Dont miss “Driven to Kill”, our excerpt from top-selling author Gary C. King’s book that tells this grisly story.

Dodd began sexually abusing children when he was only 13 years old. As grade schoolers passed by his house, he stood in the upstairs bedroom window, naked, hiding his face behind the curtain.

An excerpt from top-selling author Gary C. King’s book that tells the grisly story of child killer Westley Allan Dodd.
Convicted child molester with a history of assaults on children going back to his teenage years, he is nonetheless released on bond when he again molests a youngster. This time, Duncan goes big time. He steals a car, goes to Idaho where stalks an entire family. Then he breaks in, brutally murders the adults and an older child and abducts the two younger children.

When Duncan tires of molesting the abducted boy, he kills him and throws him away. By sheer luck, the abducted girl gets the attention of people in a restaurant who recognize her from Amber Alerts and capture this serial killer and rescue the terrified child.

After serving 3 years of a 13-year sentence for the rape and abuse of 5 young girls, Belgian justice minister released him and a number of other sex offenders for good behavior. Two eight-year-old girls, kept in Dutrouxs dungeon starved to death while he was in prison.

Shortly after Dutroux’s release from jail, more young girls disappeared around neighborhoods where Dutroux owned houses. Police twice searched his houses, but not well. Hidden in a secret sound-proof dungeon in the basement, two girls yearned for freedom. Vital facts concerning the girls disappearances were kept from other police investigators.

Police ignored a tip that Dutroux offered a man between $3,000 and $5,000 to kidnap young girls, hold them for him in a dungeon and later sell them into prostitution. Dutroux’s own mother wrote prosecutors that her son had been keeping young girls in one of his houses. These vital clues about the missing girls were ignored. It would be another year before police would finally pay attention to what the informants had been telling them all along. During that year when nothing was done, other girls disappeared.

Marc Dutroux, a convicted pedophile, murderer and supposed leader of an international child pornography and prostitution ring, gained worldwide attention, not only because of the horrific nature of his crimes, but also the gross negligence and amateurism of police and government officials involved in the investigation. The Dutroux case caused such outrage in Belgium that it prompted one of the largest peacetime demonstrations since World War II and just about brought down the government.

This gentle-looking, benevolent grandfather cleverly lured children to their death, then devised recipes to eat them. This cannibal model for Hannibal Lecter is a study in criminal psychology and a true enigma. His wife thought him to be a wonderful husband and his children believed him to be a model father. What inner torments caused him to drive many spikes into his pelvis and tell people that he looked forward to his execution?

John Borowski’s film about the demented child killer is an engaging piece of visual art that has raised the bar on this type of subject.

Suspected of murders of young women and children in France, Belgium and other European countries, he says he killed about 2 a year for a decade or more. An unbelievably botched French investigation and cover-up of potentially hi-level clients of a pedophile ring. A key investigator who would have exposed this scandal was killed just before the court presentation and his death made to look like a suicide. This case when it comes to trial will echo the Belgian government scandal with the Marc Dutroux case.

In 1997, London web site designer Trajce Koneva began a 6-year waking nightmare when he rushed home from work because his 12-year-old daughter, Katerina, didn’t answer the phone after returning from school. When he got to his apartment, he chased a man he thought was a burglar, but lost him and called police. When he returned to his home, he found his daughter strangled. Initially, he was a suspect, but even though police released him, his wife and then his son held him responsible. Several years later, the family split up and the devastated father tried to kill himself.

Finally, years later, DNA tied Andrezej Kunowski to Katerina’s murder and the rape of 30 children and young women in Poland and Britain completely vindicating the wronged father in the eyes of his family.

Saddleworth Moor, its long stretches of rugged earth, punctuated by steep valleys, sprawling hills, and rocky streams, was the silent witness of one of Britain’s worst serial murders. Every few months another child would mysteriously disappear as he or she walked the moors between the villages. And so it might have continued for many more years had Myra Hindley’s brother-in-law not seen Ian Brady take an axe to one of his young victims.

It was a real shocker in an era that could not imagine a woman participating in the brutal murder of children. Myra and Ian were the prototypes for Fred and Rose West, Paul Bernardo and Karla Homolka and the other twisted partners in murder that followed them.
