FBI: Crimes Against Children

It’s nearly unthinkable, but every year thousands of children become victims of crime—whether it’s through kidnappings, violent attacks, or sexual abuse.

The mission of our Crimes Against Children program is threefold: first, to decrease the vulnerability of children to sexual exploitation; second, to develop a nationwide capacity to provide a rapid, effective, and measured investigative response to crimes against children; and third, to enhance the capabilities of state and local law enforcement investigators through programs, investigative assistance, and task force operations.

The Kids Are Not All Right

Too often, children are the victims of warring parents. Now the federal government wants to expand the definition of child abuse to give them more protection.

A LITTLE boy is forced to visit a doctor and endure an anal examination for signs of sexual abuse. The humiliating ritual continues for months. He is just five years old, and is caught in the middle of his parents’ bitter custody battle over him. His father insists the boy’s mother is abusing him, although there appears to be no basis for the accusation. A police report even suggests the claim is most likely fabricated to help the father’s bid for full custody.

Help children become lifeline to our future

“Our national security in the year 2030 is absolutely dependent upon what is going on in pre-kindergarten today.” — Retired Rear Admiral James Barnett.  As a pacifist by nature and social services coordinator dedicated to child abuse prevention, it is odd that I have found some of the most compelling information to support expansion of services for children and families coming from the Pentagon. In a recent report, the Pentagon reported that a whopping 75 percent of Americans ages 17 to 24 — 26 million young Americans — cannot join the military. The reasons behind this are extremely serious, and if left unaddressed, there will be a deleterious effect on the future of national security. Seems that one out of four of our nation’s youth do not have a high school diploma. To make matters worse, about 30 percent of the recruits with a diploma who take the military qualifying test, fail it.

Dissociation & Child Abuse

Child predators know dissociation. Most of the world does not. Shouldn’t we be learning so we can effectively attack organized pedophilia and help survivors to heal? What you don’t know about dissociation hurts our children, re-victimizes adult survivors of long-term childhood abuse, and greatly hinders our ability as a society to get at the core of organized pedophilia to stop it.

This blog is a gateway to information regarding dissociative disorders, with emphasis on DID, Dissociative Identity Disorder. It is a topic that tends to cause fear and confusion in society because of media sensationalism and well-funded propaganda. Why would there be propaganda about a person who has amnesia for long-term childhood abuse (and sometimes beyond childhood)? Because pedophiles, or those who otherwise intentionally harm children physically, sexually, and/or emotionally, don’t want you to believe victims of their crimes.

Sexual Victimization Statistics

Contrary to popular belief, sex-based crimes are among the most frequently committed offenses (we know this from the National Crime Victimization Surveys over time). However, because victims are often unable or unwilling to report such a crime (or even old enough to realize that a crime was committed against them), it remains one of the most UNDER-reported person to person crimes.

While new official statistical reports emerge each year, the numbers and percentages since 2001 haven’t changed much. According to the Federal Bureau of Investigation, who compiles the annual Uniform Crime Report, and the statistical reports from the Department of Justice Bureau of Justice Statistics:

    • The statistical victim of sexual assault is white, female, and under 18 years of age.
    • The typical offender is white, male, and over 18 years of age.
    • 1.8 rapes or sexual assaults are REPORTED by women for each 1,000 over age 12. (That’s about 248,000 per year.)
    • .3 rapes or sexual assaults are REPORTED by men for each 1,000 over age 12. (That’s about 32,000 per year.)

Corporal Punishment In Schools

School board giving parents the choice to opt out.

Macon County schools recently revised the Board Policy to give parents the option to opt out of allowing their child to be subjected to corporal punishment. The Federal Child Abuse Prevention and Treatment Act (CAPTA) defines child abuse and neglect at a minimum as “any recent act or failure to act on the part of a parent or caretaker, which results in death, serious physical or emotional harm, sexual abuse, or exploitation, or an act or failure to act which presents as imminent risk of serious harm.”

Research: Stress and Motherhood

All appearances lean toward the mass media approving what is newsworthy stories regarding a mother abusing, neglecting and in many cases murdering her child/children literally and emotionally? Within the last week Los Angeles channel 7 KABC news reported at least two severe cases of child abuse and neglect. On the internet I’ve come across numerous cases of child maltreatment, neglect, abuse and fatalities many never reach newsworthy attention. U.S Department of Health and Human Services Administration for Children & Families gives a very detailed report on child maltreatment.

National Stats on Child Abuse

Nearly five children die every day in America from abuse and neglect. In 2009, an estimated 1,770 children died from abuse in the United States. In the same year, Children’s Advocacy Centers around the country served over 254,000 child victims of abuse, providing victim advocacy and support to these children and their families. In 2010, this number was over 266,000.

Recidivism: How often do Child Molesters go on to Reoffend?

Some people claim that child abusers can’t be cured and invariably reoffend. Others suggest that recidivism rates are low and that sex offenders are less likely to reoffend than those who commit other types of crimes. What is the truth? Overall, follow-up studies typically find sexual recidivism rates of 10%-15% after five years, 20% after 10 years, and 30%-40% after 20 years (see, Hanson, Morton, & Harris, 2003). However, these numbers are conservative because not all offences are detected.

Action to help at-risk kids needs urgency

Releasing a Green Paper for Vulnerable Children, Paula Bennett talked of “the single most important debate this country can have”. Given New Zealand’s appalling child abuse statistics, she has a point. Unfortunately, however, the contents of the document come nowhere near to matching the Social Development Minister’s rhetoric. Supposedly controversial ideas smack of the obvious, and the Government’s planned path involves a process that belies the urgency of the problem.

State of America’s Children

The Children’s Defense Fund has just released a new report, “The State of America’s Children® 2011,” which paints a disturbing portrait of child needs across our country.  With rampant unemployment, housing foreclosures, homelessness, hunger, and massive looming federal and state budget cuts, children’s well-being is in great jeopardy. One in five children is poor and children are our nation’s poorest age group.  Child poverty increased almost 10 percent between 2008 and 2009, the largest single year increase since data were first collected.
