Witnesses report mother repeatedly whipped child with belt
PORTSMOUTH
A woman faces a charge of felony child abuse after witnesses reported she was repeatedly whipping a 7-year-old child with a belt, city police reported.
It was 5:10 p.m. Thursday when police responded to the parking lot a business in the 3300 block of Victory Blvd. for an assault in progress. Police arrived and spoke with several witnesses who said a woman had been beating the child “many times” with the belt, and would stop, then start again.
