The rape of three young boys by their adoptive father has placed the Ohio adoption agency that placed the boys under increased scrutiny. After Kenneth Brandt, of Troy, Ohio, pleaded guilty to raping three boys he adopted from the ACTION, Inc agency, the shocking crime triggered an investigation of the agency, uncovering some unsettling lapses in procedure.
