Critics are outraged after a chronic DWI offender hit and killed a 4-year-old boy and walked away with a 5-year prison sentence. The Missouri highway patrol said Ricky R. Weeden Sr. killed 4-year-old Traye-Shon and injured his brother Jay’shard after hitting them with his pick-up truck in St. Louis, Missouri in 2012.
