Ismmale Petit-Frere, 39, of suburban West Palm Beach, was arrested by the Palm Beach County Sheriff’s Office on Thursday after a deputy concluded that she had burned her 14-year-old daughter with an iron and hit her with a belt, leaving permanent marks on her body, according to the arrest report.
