Lt. John Swaim Charged With Lewd Conduct With Child

Lt. John Swaim, the commander of the Winterhaven office of the California Highway Patrol, has been formally charged with four felony counts of lewd and lascivious conduct with a child under the age of 14. Swaim, who has been placed on administrative leave, turned himself in to the Imperial County Jail on Thursday, where he was arraigned during a hearing held at the courtroom inside the jail building.
