Early Release of Michigan Violent Offenders Increasing
Mount Clemens— Tanika Lynch was 16 when she shot Jocelyn Payne in the head, stabbed her and slit her throat over an alleged debt of $600. In 1984, Michelle Elias took aim at her female lover’s husband, shooting him in the chest as he walked up the sidewalk to his home and then in the face at point-blank range in front of his wife and 4-year-old daughter. Now 32, Lynch has served 15 years on a 16- to 60-year sentence for second-degree murder and armed robbery in Payne’s 1995 slaying. Elias, 48, has served about 25 years of a 20- to 40-year sentence on second-degree murder and firearm charges. This year, the state Parole Board agreed to release them both, despite their history of misconduct in prison.
