Within the first and second quarters of this fiscal year, the number of referrals to Child Protective Services has increased 113 percent from October to December 2010.

Social workers with the Department of Public Health and Social Services have been trying to find a stable home for the children, but haven’t been successful. They’ve even tried to reunite the children with their birth mother, but determined the reunion may not be the best solution.
