Two foster parents from Ankeny, IA, Paul and JoAnn Drake, were arrested for false imprisonment and neglect of an abandoned person, after they forced their 13-year-old daughter and 14-year-old son to live in the basement. One of the children eventually informed a school employee that they had been forced to live in the basement as a form of punishment.
