WINNIPEG — A battle is brewing between Winnipeg taxi drivers and those who regulate the industry. Starting April 1, child abuse registry checks will be mandatory for all cabbies to make sure they’ve never been convicted of an offence against children. The measure will be in addition to the criminal background checks already in place. Some taxi drivers are upset they will have to undergo more criminal background checks. Unicity Taxi manager Gurmail Mangat said the criminal checks done every four years should be enough.

DELAWARE–More than 900 doctors, law enforcement officers and social services employees were in Dover Tuesday night, for the Child Abuse Recognition and Reporting Summit at the Sheraton Dover Hotel. “The most important aspect of this is just to provide guidelines to identify, and report, for the medical providers as well as these other professionals, but also we need to share consistent messages to the community about what mandatory reporting of child abuse is and to try to educate the public on the signs of child abuse and neglect,” said Department of Services for Children Secretary Vivian Rapposelli.

After Allen Giron was charged with felony criminal sexual assault Jan. 13 for allegedly having sexual encounters with a 13-year-old girl who then contracted herpes, a judge reduced his bond from $100,000 to $50,000 yesterday at the Skokie branch of Cook County Criminal Court.

TAMPA – A Tampa man was arrested Tuesday night after he allegedly threw a 16-month-old boy, causing him to hit his head on a wall or dresser. 23-year-old Dwayne Poole, whose relationship to the boy hasn’t been disclosed, was punishing him for playing near an electrical wall socket, Tampa Police spokesperson Andrea Davis said in a statement.Poole also admitted to police that he hit the baby with an open hand and a belt, which caused bruising on the boy’s buttocks and legs.

Lincoln County, NC — Michael Brett Postell, 23, of Cherryville, was arrested and charged with taking indecent liberties with a minor and first-degree-sexual assault of a minor. The offenses are alleged to have occurred over a two-year period involving a 12-year-old boy. Brett is in the Lincoln County Jail with a $170,000 secured bond, which means he won’t be out too soon.

NEW CASTLE, PA — A 79-year-old man has been accused of raping a 7-year-old. Frank Williams has been charged with 5 counts of sexual abuse of a child in the first degree and one count of continuous sexual abuse of a child. He is being held on $300,000 cash bail. Police were first alerted by the girl’s parents who brought the child to the hospital.

BOSTON — A 4-year-old boy New Bedford boy who police say was tortured for days is being treated for injuries at a Boston hospital.Elvis J. Garcia, 31, was arrested Monday night and accused of attacking the boy with a belt, according to the Boston Herald. State police spokesman David Propcpio said the abuse “committed on this child was monstrous.”

PHILADELPHIA — Seven teenagers were in custody Tuesday in connection with the beating of a 13-year-old boy, attacked while he was walking home from school this month in a Philadelphia suburb, authorities said. Six youths were arrested Monday at an alternative program at Upper Darby High School, Upper Darby police Lt. Thomas Sharp said. A seventh, who was absent Monday, was arrested Tuesday, he said.

PATTERSON, CA — Authorities say they have found the body of a young boy abducted two weeks ago from his grandmother’s home. The body was discovered Tuesday morning in the same canal where divers found the car of a man suspected of kidnapping him. A worker doing routine meter checks in the area found the body, and stayed there until law enforcement arrived.

MORENCI, Mich. — Morenci Police Chief Larry Weeks announced Tuesday afternoon the investigation into three missing brothers has turned into a murder investigation. Their father, John Skelton, is charged with parental kidnapping in the disappearance. Nine-year-old Andrew, 7-year-old Alexander and 5-year-old Tanner Skelton were last seen at their father’s home in Morenci along the Michigan-Ohio state line on Thanksgiving. “The reason for me making this public is because the growing false hope of the community has caused me great pain, ” Weeks said.Weeks said previously he doesn’t expect a positive outcome. Authorities and volunteers searched for the boys in Ohio and Michigan for several weeks.
