The following manual provides an overview of the treatment of sexually abused, physically abused, and neglected children and is provided by Child Welfare. Child development is briefly reviewed and the study of developmental psychopathology is described. Aspects of child development are considered, including intrapersonal development, interpersonal development, physical development, sexual development, and behavioral conduct development. Consequences of abuse and neglect, assessment of maltreatment, the therapeutic process and the role of the therapist, treatment issues and specialized interventions, and case management are addressed. FARMINGTON, New Mexico – A Farmington Police officer has been arrested as a suspect in a sex crimes investigation. 26-yo Richard Emmert was identified by two of his relatives. He was immediately placed on administrative leave. On Friday, he was arrested for two counts of criminal sexual penetration with a child under 13 years old, one count of sexual penetration with a child 13 to 18 years old, one criminal sexual contact of a minor with a child under 13 years of age and one count of incest.

KENTUCKY – A Lewis County couple has been arrested in connection to the rape and sexual abuse of a child who was under the age of 12, according to Kentucky State Police. Phillip R. Caseman, 55 of Garrison and Maria A. Caseman, 51, of Garrison were arrested about 2:44 p.m. Friday, Sept. 18 by Kentucky State Police, assisted by the Lewis County Sheriff’s Department. According to State Police, Phillip Caseman is charged with six counts of Sexual Abuse of a victim under the age of 12, four counts of Rape of a victim under the age of 12, three counts Sexual Abuse, one count of Incest, one count of Tampering with Physical Evidence and one count of Unlawful Transaction with a Minor.

A South Australia man who sexually tortured his wife and two sons for more than three decades has been sentenced to 20 years in jail with a non-parole period of 12 years. The man – who was not named – made his wife and sons live a nomadic lifestyle so that he could exploit physically, sexually, emotionally and financially, without fear of exposure. He also forced his sons to wear his wife’s clothes before sexually abusing them, at times tying them up and using objects.

CLINTON TOWNSHIP, Michigan – A local mother and her boyfriend are facing charges in connection with the death of her 18 month-old son. William Mark Warren, 23, of Detroit, and Brandee Danielle Wright, 22, from Warren, were arrested Thursday. According to police, Wright and Warren brought her son, 18-month-old Amere Carver, to McLaren Macomb Hospital on Aug. 11.

PIERRE, South Dakota – Former Walworth County state attorney was sentenced to 50-years in prison on two counts of first-degree rape of a child. 35-year-old Chris Jansen was indicted last year in court on six counts of child rape charges. He pleaded guilty to two of the alleged counts; the remaining charges will be dropped as part of a plea deal bargain. The charges stem from child sexual assaults committed with three young boys – all under the age of 13. The assaults continued for over a period of up to eight years.

A Tennessee police officer has been charged with first-degree murder in the death of his 2-month old son earlier this month. Christopher Page, 27, an officer with the Paris Police Department, was taken into custody Thursday by Tennessee Bureau of Investigation agents at the conclusion of a three-week investigation into the death of his child, Gunner Page. The probe was set into motion September 2 when police responded to the home of Christopher Page and his domestic partner, Hope Carson, in Puryear.

New York City – In 1987, Joy White brought her 3-week-old feverish daughter, Carlina, to Harlem Hospital in New York City. Then, every mother’s nightmare happened. Carlina was separated from her mother to receive nourishment through an IV. During that time, a woman dressed in a nurse’s uniform snuck into the hospital. She removed the IV from Carlina’s arm and kidnapped her. The kidnapper, Ann Petty, took Carlina to Connecticut and then Georgia, miles away from her family.

BATAVIA, N.Y. – A woman who prosecutors say lived with her dead baby girl’s body for three months was charged Saturday with murder. Christina Colantonio, 28, was charged with second-degree murder in connection with the death of her daughter, Genesee County District Attorney Lawrence Friedman said.

Prosecutors on Monday upped the charge against the 20-year-old Lincoln man accused of kidnapping and raping an 8-year-old girl. Cody Riddle already had faced charges of kidnapping with voluntary release, first-degree sexual assault of a child and burglary, which together could get him 21 years to life if he’s convicted.

DURHAM, N.C. – A North Carolina sheriff’s deputy says he heard wailing in the darkness and plunged into an apartment complex’s pond at night to rescue two young girls who, police say, had been thrown there to drown by their father. Durham County Sheriff’s Deputy David Earp was off duty and says he rushed out with little more than his department T-shirt, badge and flashlight after the apartment manager called him at home around 9 p.m. Sunday to report some kind of trouble.

PLATTE, S.D. — Authorities believe a man fatally shot his wife and four children, set their rural South Dakota house on fire, then turned the shotgun on himself, the state’s attorney general’s office said Tuesday. Preliminary autopsy results show all six members of the Westerhuis family died of shotgun wounds. The bodies of Scott and Nicole Westerhuis and their children Kailey, Jaeci, Connor and Michael were found in the burned ruins of their home in Platte on Thursday.

An Olympic gymnastics coach facing child molestation and sexual misconduct charges in Indianapolis was found dead in his jail cell on Saturday night in an apparent suicide, authorities said. The coach, Marvin Sharp, 49, was discovered just after 8 p.m. at the county jail where he was being held, Marion County Sheriff’s Office spokeswoman Katie Carlson said. Authorities believe he committed suicide, she said.
