EL DORADO COUNTY— Jaycee Dugard’s kidnapping and 18 years of imprisonment is proof of the failures of both the federal and California Parole Supervision systems. On Tuesday, the El Dorado County District Attorney released video to highlight the mistakes that were made with supervising Phillip Garrido. Two clips of the video show the Garridos videotaping unsuspecting children. The DA believes the video was recorded sometime between 1989 and 1993.

MORENO VALLEY, CA — Authorities have arrested a man accused of sexually assaulting a young girl inside a restroom at the Moreno Valley Mall. Moses Solis, 20, of Rialto, was arrested Monday night along the 200 block of Base Line Road. Solis is accused of sexually assaulting the girl after following her into a women’s restroom at the mall on Sunday, according to sheriff’s officials.

A child molester is described as an older person, male or female, which experiences any type of sexual act with another person who is a child. The majority of child molesters, more than 95 percent, are male. America’s most famous female child molester, Mary Kay Letourneau, is currently serving a seven-and-a-half year sentence in a Washington state prison for her sexual involvement with a 13-year-old boy(3). The relationship began when the victim was a student in her sixth-grade class. Letourneau has given birth to two daughters fathered by the youth. One was born in prison. But Letourneau’s case is rare. It does not seem to be part of the psychological composite of females to sexually molest a child. That compulsion, whatever its origin, seems to lie deep within the male psyche.

Recidivism and Child Molesters

Some people claim that child abusers can’t be cured and invariably reoffend. Others suggest that recidivism rates are low and that sex offenders are less likely to reoffend than those who commit other types of crimes. What is the truth? Overall, follow-up studies typically find sexual recidivism rates of 10%-15% after five years, 20% after 10 years, and 30%-40% after 20 years (see, Hanson, Morton, & Harris, 2003). However, these numbers are conservative because not all offences are detected.

OGDEN — A former South Ogden police officer has pleaded guilty to charges of aggravated sexual abuse of a child and forcible sodomy. Andrew Welling, 41, of Farr West, has been held in Weber County Jail in lieu of $200,000 bail since his March 1 arrest on 10 first-degree felony charges. The allegations involved an ongoing illicit sexual relationship with a youth under the age of 14.

Mount Clemens, MI— A judge today reinstated criminal sexual conduct charges for a woman awaiting trial in the death of her 2-year-old stepdaughter. Macomb County Circuit Judge Diane Druzinski made the ruling today during a hearing for Renee Marie King. The 29-year-old New Haven woman is facing life in prison on charges of felony murder and first-degree child abuse in the Nov. 20, 2010, death of Lily Lynette Furneaux-Wolfenbarger.

Criminal charges were formally filed on July 26th, in the Magistrates’ court of Victoria, Australia, against the organization’s entire hierarchy over alleged breaches of the Victorian Working with Children Act 2005, an act applying especially to “religious organizations.”

Dad Admits To Abusing Disabled Daughter

YORK, S.C.- A 68-year-old man has been arrested after he is accused of beating and threatening to kill his disabled daughter. According to a York Police report, officers were called to the home of 68-year-old Robert Bruszenski on East Jefferson Street around 10:15 p.m. Wednesday night. Bruszenski called police and told officers that he had beaten his 40-year-old daughter who is confined to a wheelchair and if they didn’t come soon, he would kill her, the report states.

SANFORD – A husband and wife who adopted a 9-year-old boy and his 6-year-old sister then spanked them until they were bloody and punished them by starving them are to be sentenced this afternoon. Pamela Hardy, 47, of Altamonte Springs, the primary abuser, faces a minimum of 11 years in prison and a maximum of 70 years. She pleaded guilty to aggravated child abuse and child neglect in June.

A television producer says he has scored the first television interview with Casey Anthony, a $1-million deal arranged when he met her in a Palm Springs hotel. Al Taylor divulged few details about the alleged agreement, which he announced Wednesday by telephone on Dr. Drew Pinksy’s HLN show. Anthony, 25, was recently acquitted in the death of her 2-year-old daughter, Caylee, in an investigation and trial that garnered national attention.

Texas Agencies Failed to Rescue Lilly Manning

Lilly Manning was 15 when she escaped from a cramped closet in south Sacramento, after being stabbed and beaten and shoved into the darkness. This time, she said, she knew she would have to save herself. Government documents confirm she was right. Four different agencies visited the family at least 11 times on reports of suspected abuse or neglect in a five-year period but did not move to protect her or her siblings.
