OXFORD– An Oxford man is in jail after he apparently called a national hot-line to say he was stalking a 13-year-old girl. Kelly Hoose reportedly told the National Center for Missing and Exploited Children he had been following the girl for months.

ALHAMBRA– A man working as a student aide at an Alhambra elementary school has been arrested for allegedly assaulting a 13-year-old girl. Johnny Lagunas, 20, is accused of molesting the young girl earlier this year while working at Garfield Elementary School at 119 W. Mclean St. Lagunas, an El Monte resident, was arrested Friday after the girl told school staff, who then alerted police.

SANTA ANA — A well-known Orange County swim instructor was sentenced Friday for having sexual relations with a former teenage student. Irvine resident Todd Robert Sousa was sentenced to 16 month in state prison Friday. He was found guilty earlier this year on 13 felony counts of lewd acts with a child and three felony counts of unlawful sexual intercourse. Sousa also will be required to register as a sex offender.

PEMBROKE PARK —A toddler miraculously emerged from the depths after a violent quarrel sent her parents’ car plunging into a murky lake. Deputies attribute her survival to an unusual factor: a buoyant diaper. “All of a sudden this little thing popped up like a cork,” said Deputy Cazi Navarro, who plucked 3-year-old Sariyah Michel from the dark waters of an unnamed lake in an industrial park at about 12:30 a.m. Tuesday.

SACRAMENTO, CA — A state report triggered by the death of a Fresno child reveals that hundreds of sex offenders are living or working in foster-care facilities and homes. The audit was requested by Fresno Assemblyman Henry T. Perea following the death of 10-year-old Seth Ireland who was beaten to death by his mother’s boyfriend in 2008.

PASADENA, CA — Police have launched a criminal investigation into a pair of videos that show shocking and abusive treatment of youngsters at a Pasadena boot camp, according to Deputy Chief Darryl Qualls. The videos, obtained by the Pasadena Star News, feature Kelvin “Sgt. Mac” McFarland, the operator of Family First Growth Camp in Pasadena.

The unidentified parent, tells KTLA that a school supervisor dug a sandwich out of a trash can, after her daughter had discarded it.

PA—- A Ontelaunee Township parolee was charged with possession of child pornography and sexual abuse of children after a search of his cell phone revealed 17 videos. Brian Boyer, 42, had been arrested for violating his parole when detectives found the kiddie porn with his preferred age group of five to eight year old children.

HUNTINGTON BEACH — Former Olympic gymnastics coach Don Peters, who has been accused of sexually abusing at least three teenage gymnasts, has resigned his membership with USA Gymnastics, his attorney confirms. Peters has also quit his positions as coach and director at SCATS, the gymnastics club he built in Huntington Beach.

There is no universal definition of child sexual abuse. However, a central characteristic of any abuse is the dominant position of an adult that allows him or her to force or coerce a child into sexual activity. Child sexual abuse may include fondling a child’s genitals, masturbation, oral-genital contact, digital penetration, and vaginal and anal intercourse. Child sexual abuse is not solely restricted to physical contact; such abuse could include noncontact abuse, such as exposure, voyeurism, and child pornography. Abuse by peers also occurs.

While on-line computer exploration opens a world of possibilities for children, expanding their horizons and exposing them to different cultures and ways of life, they can be exposed to dangers as they hit the road exploring the information highway. There are individuals who attempt to sexually exploit children through the use of on-line services and the Internet. Some of these individuals gradually seduce their targets through the use of attention, affection, kindness, and even gifts. These individuals are often willing to devote considerable amounts of time, money, and energy in this process. They listen to and empathize with the problems of children. They will be aware of the latest music, hobbies, and interests of children. These individuals attempt to gradually lower children’s inhibitions by slowly introducing sexual context and content into their conversations.

Police found two young boys confined in a locked animal kennel in a Nebraska home littered with animal feces and urine when called to the house to check on their welfare, police said on Tuesday. Police officers in North Platte discovered the boys, ages 3 and 5, when they responded to a call on Monday night to check on the well-being of four children who lived in a mobile home, authorities said.

Child molestation usually begins with a sex offender gaining a child’s trust and friendship. The offender then begins “testing” the child’s ability to protect himself by telling sexual jokes, engaging in horseplay, back rubs, kissing or sexual games. If the child appears comfortable or curious about this type of behavior, (and most healthy, normal children are) the offender will slowly increase the amount and type of touching to include more direct sexual touching. Child sexual abuse can include exposing, fondling, masturbation, oral sex, intercourse and pornography.
