Child advocates can’t explain county’s 5-year increase, but economy plays role.

The number of reported child abuse and neglect cases in Mecklenburg County rose 22 percent between 2004 and 2009, according to a study released Wednesday.

Researchers found there were 12,232 reports of abuse or neglect between July 1, 2008, and June 30, 2009 – about 2,200 more than during the same time span from 2004 to 2005.

Maternal methamphetamine use is seen as a factor.

An increase in Los Angeles County’s infant mortality rate in 2007 erased much of the progress made since 2003, according to an annual report released Tuesday.

The report from the Inter-Agency Council on Child Abuse and Neglect is based on statistics gathered by child abuse experts, law enforcement and social welfare agencies. The report analyzes the deaths of children who were killed by caregivers, committed suicide or died in accidents, and tracks overall abuse reports.

CUMBERLAND: 46% child abuse increase

A 46 percent jump in child-abuse reports last month has Cumberland County officials worried that their depleted ranks of social workers won’t be able to protect vulnerable youths.

The county Department of Social Services received 427 reports of child abuse or neglect in March, up from 292 in February. The highest previous monthly total since last summer – 354 – came in December.

2M Abuse Images Circulated

More than two million images of child sex abuse had been circulated by 100 offenders who went on to be convicted in the last 20 months, the NSPCC says.

In a sample created by analysing media reports of court cases, the charity found that nearly 50,000 of the photographs were in the worst category.

Abuse reports are continuing to rise here, across nation

It’s difficult to talk about child abuse, but the subject is very important. And it is being talked about a lot this month because April is Child Abuse Prevention Month.

Unfortunately, child abuse is a fact of life in many Rowan County families, as in families across the state and nation.

Annually, more than 3.5 million children are reported to child protective services agencies as victims of child abuse and neglect. Mirroring the nation, the number of reports of child abuse and neglect in North Carolina continues to rise, according to the state Department of Health and Human Services. In fiscal year 2009, the state had 67,397 reports of abuse or neglect, up from 58,815 in fiscal year 1998.

NEW YORK: Child Abuse and Homicide Cases Rising Sharply

Ten children under the age of five have been murdered by a parent or guardian since January, a large increase over last year, said Police Commissioner Raymond Kelly in a press conference Friday.

Kelly said the significant jump was a cause for concern by the police department.

“We are attempting to do anything we can to address this issue but it’s difficult to identify a specific cause,” he said. “But they seem to be all over the board as to why these terrible  events have taken place.”

TOLEDO, OH (WTOL) – Clyde police are busy investigating a number of apparent child abuse cases.

Clyde father KC Goble faces murder charges after police say he beat his 2-month-old son Preston to death in January. The Clyde police are also investigating the weekend death of 3-month-old Frank Saddlemire IV.

While Clyde detectives tackle those cases, the Sandusky County Sheriff’s Office is tackling a skyrocketing number of child abuse cases of its own.

Captain James Consolo is not involved in the Goble or Saddlemire cases, but he is handling nearly six abuse cases a week — five more than what he averaged a year ago.

Consolo says most cases now deal with sexual abuse.

NATIONAL–Child sex abuse cases up 42%

Reported cases of child sexual abuse are up 42 percent over last year, according to Deputy Director of Social Services Carolyn Hepburn.

Hepburn revealed to The Nassau Guardian yesterday that so far for 2010, 118 cases have been reported, up from 83 in the same period last year.

“That is primarily due to the enactment of the Child Protection Act 2007 in October last year. So therefore persons are mandated by law to report abuse and we find that children are stepping forward, relatives and concerned individuals are becoming more vigilant,” Hepburn said.

Of the 118 reported child sexual abuse cases, 26 have been recorded in New Providence and 92 in the Family Islands.

Chairman of the National Child Protection Council Pastor Gil Maycock said he believes child sexual abuse is far greater than what is being reported.

“We do have an alarming epidemic in our nation and it drives me crazy,” he said. “These numbers seem to be increasing over the last three or four years. They just seem to be going up. We do know in certain pockets in The Bahama Islands we are having serious problems. The Council plans to travel to at least 10 or 11 Family Islands for the remainder of 2010 to get that message out (that children are off limits) and we know it is an uphill battle.”

Last year, there were 218 reported cases of child sexual abuse in the country. Of that number, 155 were recorded in New Providence, with the remaining 63 reported in the Family Islands.

IOWA–Child abuse cases on the rise in region

After two years of child abuse instances decreasing in the state, the Iowa Department of Human Services reported an increase in 2009.

Those numbers are mirrored throughout the four-county region, except in Louisa County where the downward trend continued last year.

Last year, Des Moines County had 147 founded and 29 confirmed cases of child abuse of 501 total incidents. That’s up from 2008, which had 119 founded and 25 confirmed cases of child abuse of 438 total incidents. Confirmed cases are minor and isolated cases of maltreatment where the perpetrator is not listed on the child abuse registry, according to DHS.

“When people see the words ‘child abuse,’ immediately conjured in their head is an image of some child locked in a room with a broken arm or burns … and truth be told, that does happen but it’s extremely rare,” DHS spokesman Roger Munns said.

Instead, he said most instances of child abuse are considered a denial of critical care or neglect. That means more than extreme poverty but ignoring a child’s needs due to being absent or substance abuse, for instance.

Texas child abuse, neglect deaths soar 31 percent

SAN ANTONIO – Deaths from child abuse and neglect in Texas soared 31 percent to 280 last fiscal year, according to the Texas Department of Family and Protective Services.

The largest increase was seen in Houston and Harris County, where child deaths from abuse or neglect rose 90 percent from 2008, according to the department’s annual Data Book.

Harris County’s 67 deaths accounted for nearly a quarter of the state’s deaths in fiscal year 2009, which ended Aug. 31.

In Dallas County, 29 children died of causes related to abuse or neglect in fiscal 2009. That was up from 24 deaths in fiscal 2008, though down from 31 the previous year.

DHS says child abuse cases increased in 2009

Iowa Department of Human Services director, Charles Krogmeier says a report on child abuse in the state shows a step backwards. Krogmeier says the number of cases reported and confirmed cases had been trending down the last couple of years, but both reports and confirmed cases of child abuse went up 11% in the numbers from 2009. Krogmeier says there doesn’t appear to be any particular trend in the individual cases.

He says the overall percentages for each type of cases has remained about the same, with a lot of the cases involving neglect, such as not feeding a child properly. Krogmeier says case of physical and sexual abuse were a “relatively small part of the numbers.” The state investigated 25,814 reports of child abuse or neglect in 2009 and about two-thirds of the investigations showed that no abuse had occurred.

Krogmeier says the tough economic times are likely behind the increase in abuse cases. “The only thing that I think we can really point to, is the economic stress that families are under is probably spilling over into some additional instances of child neglect and child abuse that are being reported to us,” Krogmeier says.
