INDIANAPOLIS — A new report reveals child abuse and neglect are on the rise in Indiana but that the agency charged with protecting Hoosier children is not fully staffed.The Department of Child Services released its annual report at the State Budget Committee meeting on Thursday.

Abuse Rising in LA County

Whether it’s the stress of hard times or heightened awareness of the issue, reports of child abuse in Los Angeles County shot up 10 percent in the first half of this year, officials say.

Calls to the Child Abuse Hotline jumped from 39,611 in the first half of last year to 43,693 in the same period this year.

Department of Children and Family Services Director Trish Ploehn said she believes the increase in calls is a combination of two factors: the economic stress on families being taken out on children and greater awareness of abuse from news coverage of child deaths.

Only 34% report child abuse

A survey has found that only 34 per cent of respondents would contact child protection authorities or the police if they knew a child was being harmed.

Fairfax says the survey by the National Association for Prevention of Child Abuse and Neglect found only 34 per cent of 22,000 respondents would call police if a child disclosed sexual abuse.

CPS: Spike in reports of child abuse alarming

An alarming spike in child abuse or neglect reports involving children who are 5 years old or younger has led several government of Guam agencies to urge parents to take a proactive approach in protecting victims who are too young to protect themselves.

During a press conference yesterday, Lydia Tenorio, administrator of Child Protective Services, said the number of incidents involving these young victims had climbed noticeably in recent weeks.

According to figures provided by the agency, there have been about 450 reports involving victims under the age of 5 made to CPS this year, including more than 150 in the current quarter, which doesn’t end until October.

LA County not reporting abuse

LOS ANGELES—Los Angeles County officials aren’t following a state law that requires them to publicly disclose child fatalities resulting from abuse or neglect, according to an independent audit released Monday. The audit by the County Office of Independent Review found violations involving dozens of child fatalities, County Supervisor Zev Yaroslavsky said.

The odds a child will be a victim of neglect in a year are 1 in 136.4—it is the most common type of child abuse, more than four times likelier than the next-most common, physical abuse.

The CDC estimates that in 2008 more than 772,000 children were victims of maltreatment in the US—about one in every 97 children. Seventy-one percent of those victims suffered some form of neglect, whether it was parental absence, malnourishment, lack of supervision, dangerous or inadequate living conditions, insufficient education or emotional support, or any combination thereof—and more.

For some unfortunate children, neglect is the lesser evil. Every year, some children are tallied more than once by the CDC because, in addition to being neglected, many are also actively abused. In 2008, 1 in 601.4 children were victims of physical abuse, 1 in 1,064 of sexual abuse, and 1 in 1,333 of emotional abuse.

Most child maltreatment comes not from strangers or even acquaintances, but from family. In 2008, 80.1% of those maltreating children were their parents, and an additional 6.5% were relatives. In cases of child maltreatment, neglect and abuse alike, fewer than 1 in 4 will be removed from a home by Child Protective Services in a year—in 2008, 1 in 4.78 victims of child maltreatment were removed from their home by CPS.

Plenty of children aren’t so lucky. They can wait to grow up, hope for circumstances to change, ask or pray for help, or run away—as Oprah Winfrey did after a half-decade of sexual abuse.

All maltreated children, rescued or not, are at increased risk for physical and psychological problems, including depression, anxiety, PTSD, self-harm, suicidal tendencies, aggression, and substance abuse.

Or worse. Of the three quarters of a million maltreated children in the US, 1,740 of them, or 1 in every 335.4 , died from it in 2008.

Nearly twice as many people under 20 die from maltreatment than they do from drowning.

Pasco County cases put spotlight on kids who commit sex crimes

This week, three 13-year-old boys were arrested on charges they sexually abused younger children. The cases are not related. The teenagers live in different towns.

One boy from Land O’Lakes is accused of raping an 8-year-old girl. He told authorities he “could not control his urges,” a report states.

Last week, I noted that a recent US Army report on suicide includes an interesting fact: Since 2004, the number of soldiers going AWOL, deserting, and “missing movement” — that is failing to deploy when they’re supposed to — has gone up a shocking 234 percent.

My introduction into child protective service cases was due to a grandmother in an adjoining state who called me with her tragic story. Her two granddaughters had been taken from her daughter who lived in my district. Her daughter was told wrongly that if she wanted to see her children again she should sign a paper and give up her children. Frightened and young, the daughter did. I have since discovered that parents are often threatened into cooperation of permanent separation of their children.

Latest Federal Abuse Statistics

WASHINGTON — The latest federal data indicate child-protection agencies nationwide continue to target Christian families, according to Christian legal experts and advocates for reforming aggressive child-welfare agencies.

The Fourth National Incidence Study of Child Abuse and Neglect (NIS-4), released earlier this year, indicated a dramatic nationwide drop in the incidence of suspected child abuse and neglect. The report, mandated by Congress and issued once a decade by the Administration for Children and Families (ACF) in the Department of Health and Human Services, is considered the gold standard in estimating abuse and neglect rates nationwide and providing a point of comparison from previous years.

Child Sex Trafficking in U.S.

It’s happening across the U.S.- from Maryland to Minnesota, Iowa to Utah, American children as young as 12 years old are being sold by pimps in prostitution.  By law, any child in prostitution is a victim of human trafficking.  And how can such rampant sexual exploitation of America’s youth exist? Pimp control. We use “pimp control” to refer to the targeting, recruiting, and maintaining of a person for commercial sexual exploitation- in many cases, a child.

Japan child abuse at record high

Cases of alleged child abuse in Japan have risen to their highest level since records began 10 years ago.

Police figures indicate 187 children were the suspected victims of physical and sexual abuse in the first half of this year. Eighteen children died.

The report also found that cases of child pornography in the same period had risen by about 60% to 599 cases.
