A West Allis woman is accused of abusing and torturing a three-year-old boy. The 32-year-old woman appeared in court on Monday, July 7th — for what turned out to be an emotionally-charged hearing. 32-year-old Jennifer Garcia of West Allis faces more than a dozen charges in a child abuse case involving her boyfriend’s three-year-old child.
