Couple Arrested for Abusing Child with Paddle

A man who allegedly told his girlfriend to spank her daughter until “she (welts) up or bleeds” is being held on bond for child abuse. Rodney Duane Ropp, 43, and Dalana Allene Minor, 34, both of Copan, are being charged with child abuse by injury following the alleged incident. According to a probable cause affidavit, Copan Middle School officials called the Washington County Sheriff’s Office on Sept. 1 to report that a student wanted to speak with a deputy.
