1-YO Dies After Being Abused

TUCSON – A 23-year-old Tucson mother has been arrested for allegedly abusing her 1-year-old and 3-year-old children. Paramedics responded to the home of 23-year-old Kiyana Higgins Thursday on a 911 call regarding a child having seizures. When they arrived, a 1-year-old girl was unresponsive.
