Man Gets 2 Life Sentences, Plus 30-Yrs in Child’s Death

CHARLES CITY, Iowa — It was a bittersweet scene for Rene and Edvilla Banes of Charles City, parents of 3-year-old Krystel Banes. As they awaited the start of sentencing proceedings Monday for the 15-year-old who killed their daughter in July 2009, the couple and their son Banjo showed off the newest member of their family, 21-week-old Precious Angel.

Judge Bryan McKinley sentenced Edgar Concepcion Jr. Monday in Floyd County District Court to the mandatory terms of life in prison without the possibility of parole on the counts of first-degree murder and first-degree sexual abuse. He was sentenced to up to 25 years on the charge of sexual abuse in the second degree and up to five years on the charge of child endangerment.
