JACKSON, Miss. – A federal appeals court has reinstated a lawsuit that claims a 9-year-old Mississippi girl was checked out of school six times by an unauthorized man who then raped her. The lawsuit said the school failed to verify Tommy Keyes’ identity when he took the girl from a Covington County elementary school between 2007 and 2008. The 6-foot-2-inch Keyes allegedly signed the check-out sheet on one occasion as the girl’s mother but usually signed her father’s name.
