They were booked into the Tulsa Jail on Sunday morning with two complaints of child abuse. Each has a $100,000 bond, jail records show.
A habitual sex offender also lived within 250 feet of the residence, according to the report.
A neighbor of the McMillians called police after seeing the girl sitting on the porch for about 45 minutes without moving. The neighbors offered her shelter, but she declined.
Officers arrived just after 11 p.m. Saturday and made contact with the McMillians. They couple said they had discipline problems with the children and did not trust them to be in the house by themselves.
Garold McMillian initially told officers he saw nothing wrong with leaving the children outside
The two children and a biological 13-year-old daughter were removed from the home, fed at the Owasso Police Department and taken to the Laura Dester Children’s Shelter, according to the report.

Chanel 6 did a pretty good job only covitng the facts as they new them. With more details unfolding they will probably do a good job revealing the tru story of these obviously misunderstood parents.
